I did a quick ownership search. I guess I didn’t see much about country of manufacture other than what was there about some foreign tire makers having US operations.
I’m not changing my tire order but I’m curious enough to check it out some more.
Looks like Cooper makes them here, England and China.

50 PSI seems like a low max pressure. What size are they and what truck do you have? Mine are 305/70R18’s with a 65 max psi. After I did a chalk test and looked at the load index chart provided by Cooper I found 50 psi front and 43psi in the rear to be about right while
still allowing for some payload before having to air up.

I checked and the Cooper tires on both my truck and on my lady's truck say MADE IN USA !

38/13.5/20. D , 3415 load rated. F350. 2020. I only carry deer in the back, although I think the tires are rated high enough for just about anything.

Well that explains it. I wouldn’t even know where to start guessing but I’d recommend a chalk test or you can email Cooper and ask for the load index for your tire. They will provide you with what load the tire can carry at what psi. Figure out how much the front end and rear end weigh and adjust psi accordingly. Lots of guys here have posted their front and rear weights so you could just reference those.

Yes probably two notches.

I'm not sure what version of AT3 you were looking at though. There are 3 versions: 4s, LT, and XLT. The AT3 XLT is the most aggressive of the three, and has decent sidewall siping. Moving more aggressive on the cooper line is the SST Max, then The SST Pro.

I was planning on getting STT Pros in 295/65 20, but they have been out of stock for months. Discount Tire said they were not available until later in Q1 '22. Ended up going with BFG KO2s instead.

I read a some reviews that said Cooper's Evolution M/T was good in winter weather so I'm giving them a shot. Lowest online price I found for the size I want was $259. Found a local shop that's selling them to me for $250. We'll see how they work.

My TPMS is reading about 48 per tire. Seem to be wearing ok. Probably just leave them where they are at. I only put about 4000 miles on per year, so they should last a while.
