Hello, I am not mechanical at all and I am a female lol so please bare with me…..
I have an ‘03 F350 7.3 psd. I just bought this truck in May. Truck was running out of gas at 1/4 of a tank. Dropped the tank, did the fuel mod. Primmed it. I couldn’t get it to start. Than It turned over and I let it run for a while. Now I have not been able to get this SOB to start. I just installed a new IPR-yes OEM. NOTHING!!!!! Unplugged the ICP nothing. O and yes the fuel bowl is getting fuel and yes my fuel pump cycles…… O ya and there is no white smoke when trying to turn over.

I would start with checking the fuel pressure as BWST shared in the link. My typical rule of thumb is to start looking with the last thing touched. In your case it seems the no start began after doing the Hutch mod.
Did you use a filter pre-pump?
Use the fuel injection style clamps?
No air getting in the filter or at pump connection?
I have not gotten a fuel pressure reading. Oil is full and I just changed the filter approx 600 miles ago. About a week ago I drained the batteries. Between trying to start it, and trying to figure out how to setup and use the HyperTough HT200 OBD2 scan tool. Nonetheless both batteries are now fully charged. I will read through the helpful information you provided. Are you familiar with that scan tool? Not sure if I need to get a different one.
May double check the stand pipe in the fuel bowl, it's the plastic tube the filter slides onto. It has a little plunger inside that prevents fuel from getting to the discharge ports if not fully seated in the housing. As for scan devices, the Forscan app is definitely the best and cheapest option we have. There is loads of info about it and much more up in the tech folder in the "Sticky" section.
Welcome to FTE, this is a great source for the 7.3 Powerstroke owner. Many scanners don't work with these trucks but there are inexpensive ones that do. First you'll need a compatible dongle. I use this VeePeak with no issues. Then you can download ForScan or TorquePro from the app store and be good for not much money. Ultimately, what you use will depend on whether you have Apple or Android products. In my signature is a link to a good procedure for diagnosing a no start. You have to scroll down pretty far to get to the 7.3 part.

you sound mechanically inclined if you did the in tank mods. And you identified an old tuner as a scanner.
You might just be a 7.3 veteran .
Anyway from the sounds of it your batteries might be dead or low. Some new batteries like my agms if drained too low require a little work to recharge them. Please identify your battery type, charger used and what voltage your batteries are at now.
