Load test the battery first, make sure it is up to snuff. If the battery is ok check the battery cables and most importantly the ground cable both ends.
If that is a reman starter you may have gotten a bad one. Or you have a bad battery. Put some jumpers on it and try it. The shop manual says .5 volt drop with the Ford starter.
