Battery Voltage Drop

Battery Voltage Drop
Fairly new battery (<8 months) in my truck.
Engine turns over but hasn’t fired.
Battery reads 12.4 volts when not under load. When I try to crank it voltage at the battery drops to 2-3 volts?
advice appreciated in advance.
a little more history…
Old starter locked up and so it was replaced. New battery cables and new starter cable. Solenoid is grounded, starter is grounded, block is grounded.
