It may have at one point in years past, but I had to buy both the heater element and the wire harness for my 2020.

my 2006 i hung the extension cord across the drivers mirror to remind me

and i was reading at a site about preheating the engine actually reduces the amount of raw fuel and crap that is unburnt at start up that can cause soot to build up faster in the dpf.

There's no light on the dash to indicate if the element is plugged in. I put a hat on my dash, in front of the speedo when I plug in the block heater as a reminder.
