New to the group and need help. I have a 1999 F350 7.3 Lariat with 355k miles. Just recently it started revving up when I go from drive to park, about 1500rpm for a few seconds. It also wants to stutter on takeoff like it wants to die, but not every time. And yesterday, the O/D off light started flashing on and off and started stuttering again. It reset after a few minutes. Any ideas where to start? Thanks in advance.

Without an OBDII scan tool like BAFX , OBDLink MX+ or a wired adapter, there is no way for us or you to know what the codes are that are stored from the O/D light flashing. This is why the O/D light was flashing in your cluster, the transmission is telling you there is something wrong and the code will be a finger pointing in the direction of where the problem is. Chances are the light flashing will become more and more frequent.
You can try to have the code read at a local parts store like AutoZoo or the Irish place, but most of them will not have the proper scan tool that is capable of reading J1850-PWM protocols. Our era trucks are a bit different than most other vehicles.
If you feel the desire to check the stored codes yourself, some information is below to help with that.

Some more FORScan information is below based on your choice of devices. FORScan is the best application we have available to us as consumers and home wrench turners. Some of the other choices for applications are not as powerful or will only read a select few codes.
Take your time, make a decision that is right for you and we will help you when you have acquired the DTC (engine code) and given us some more details. Without the DTC, we are literally shooting in the dark many, many codes specific to your 4R100 transmission.

So I got FORScan lite, pulled codes P1690, P1780, and P0500. I changed to Wastegate solenoid and harness and the vss sensor. I reset the codes and P1780 went away but the others didn’t. No SES or CEL. Truck has ran great for 3 days now so not sure if anything else needs done. Also, my alternator is only putting out 13.8, and with headlights and a/c on its 13.4. This seems low to me but not sure.
Healthy alternator and system should be more like 14.3v when running. I'd get it tested and inspect the cables and connections. Pics would help. How old are the batteries?
