Hard to say if it's worth $4500 from just one image. I tried to find the original post on Facebook, but I've been banned. I did find more info on this van, and if it truly is a turbo diesel, then maybe it's worth $4500. Also, it probably has a decent amount of rust coming from Kentucky and all. Maybe it's worth that much in rust country.
If the interior isn't shot, the panels aren't too rusty, the turbo works, and the auxilaries are in order, then it might be a good deal.
As for rebuilding the engine or trans, you'll need to chime in about if you want a shop to do it, or if you want to do it. Start looking for a valley pan now. If it's a C6 (likely), then having a shop rebuild that is pretty trivial, assuming you got a good shop.
