Well there is usually 2 things that cause this, #1 bad fuse, however if I remember right the fuse if also connected to the horn. So honk it, if it doesn't honk bingo. #2 Vacuum leak, your cruise control runs off of a vacuum, if it is leaking no cruise control. This one is difficult to pin down.

On those old ones they used to make us substitute a known good part (amplifier)
The switches themselves and the contacts through the air bag clockspring if equipped are common failure points
Most common is a kicked off vacuum line under the dash on the clutch or brake pedal (vacuum dump valve)
Next most common was a broken cable from the servo
pull back on the rubber diaphragm and see if the throttle plate moves

I think I replaced a fuse in the power distribution block under the hood to fix mine?

A the fuse box. the commonly overlooked solution to complex problems and even despite it being freaking obvious to me to check those first. but yes a reminder for KISS is always helpful. I infact will yell at someone as if they didnt check fuses if they indicated that the specific fuse(s) didnt check out after a removal and replace no change necessary, because on buick forums, my car has 3 BECs and a maxifuse box and one is under a seat, hood, and the dash under wraps, so people often skip that step in a car with more modules than a loaded F series of this era lol in just the front half of the car
