Mine seems to lock up in 3rd and 4th most of the time in my 94 and my old 95 was the same way. I never see the lock up occur in 1st or 2nd.
Yeah...It's really hard to tell on mine but the last "shift" has the biggest rpm drop so assume that is OD so I would say mine locks in 3.No big deal but just curious.
Torque converter cannot lock-up in first(1st) gear, it is hydraulically locked out.
Lock-up can happen in every other gear, depending on throttle position, load, speed, rpm, etc.
Under normal driving my truck always does 1, 2, 3, lock, 4. I'm guessing it stays locked when shifting into 4th because there is not other change. I know it is locked up since slightly touching the brake unlocks it. Every 4R70W truck I have driven is like this. I think even the E40D acts the same way.

I have E4OD, and yes, acts the exact same.
When in second, going up slight hill, I slowly push pedal to floor, as RPMs rise, and finally get to wide open throttle, I feel the TC lock.
Driving sanely, 1/4 throttle max, very rarely feel the TC lock.
