After quite a while without cruise since I did this original post. I was probably without cruise two years before that? I decided to look through videos again on youtube. Most talked about the master brake switch. I had already replaced that. I had also replaced the sterring wheel switches. Then I found a vidoe "F-350 Cruise control fix part two" The video showed that the owners in line fuse for the brake controller was corroded. Its a little harness that goes from the trucks harness to a brake sender on the master cylinder. I had the same harness. I opened up the first fuse and it was gone, totally oxidized. The second fuse was a 2 amp and it was fine. I put in a 5 amp on the corroded one because that's all I had. at the moment . Anyway, after replacing the fuse the cruise works!
Have you inspected the wiring for the VSS in the rear differential yet? Second question, does your horn work? If not then clock spring is suspect.
i have the VSS code that keeps coming back, and no CC. forskin says that the CC on button is not working? possible VSS issue? (also it looks like after derusting the frame that the PO had a wire running form the VSS to the navigation for speed calibration... hmmm.... cut wire and try again perhaps????

shazen... one more thing to investigate... i have a brake controller as well.
It's in the steering column behind the airbag and steering wheel. It's how the electronic controls mounted in the wheel are able to work and still allow the wheel to spin.
The PCM needs to see a ground (not open circuit) on the brake on/off (BOO) input for cruise to be enabled and 12v when the pedal is depressed. On a 99-up, that ground is supplied through the brake light switch and a dedicated ground - not any light filaments. The brake pressure applied (BPA) input needs to see 12v from the fire-starter switch on the master cylinder to enable cruise control and an open circuit with the brake depressed to cancel.
These two inputs are visible in ForScan and with a factory tool. If both of these are good, the inputs from the switches need to be verified. Again, ForScan has them I think....but I know for sure the Ford tool does.
For clarification sake, the 95-97 trucks get the BOO ground signal to the PCM through the brake light filaments (not JUST the center high mounted stop light - CHMSL). This is why LEDs often cause issues with them.

If either brake (or parking brake applied input not pictured) says "on" when your foot is not on the brake, find that problem first.
This was very helpful, Cody. I noticed my cruise control would not set today. Loaded BOO and BPA PIDs in FORScan and ran this check. BPA is staying on, so going to dig around the master cylinder for this switch and harness.
I loaded the SCCS PID as well - that was cool, to see the different voltages that result with each steering wheel cruise switch press.
The KOER switch test failed the O/D button, and all the cruise switches, so that's curious. I'll start with the brake pressure applied switch/harness.
