Not clear what you mean that you got an ECO thru a competing dealer. They come from Ford directly. If you got one from Ford, your current dealer should see it in VINCENT. If it’s not showing in VINCENT it was a direct offer from that dealer and only good at that dealer. If you have a “real” ECO from Ford they can lock it in once you have ordered.
In recent weeks I've received two $2500 offers. Not sure if they're exactly the same as ECO's or not, but each one listed a specific dealer. As I'm not truck shopping I didn't read the fine print to see if they were dealer specific to use.

Wed 8/18 4pm - ordered F350 XL SCLB STX 4X2... received order confirmation from Ford for the 4X4 VERSION ... returned to dealer to cancel, and resubmit correct order
Been there. Back when I ordered my '16 F150 I for some reason I can't comprehend thought it would be a good idea to order it with the 2.7. Dealer ordered it correctly. When I got the VIN it clearly indicated it was a 5.0. Told the dealership and they blew me off and wouldn't look into it so I didn't press the issue. At this point realized my mistake and was hoping ford did put the wrong engine in. When it finally arrived I complained about "gas mileage, don't know if I can take it" knowing they would have a hard time selling a super base model SCLB 2wd. So I got the 5.0 upgrade for free. Thank you to whoever at Ford fixed my mistake!

Now that you mention it, my accountant does ask every year if we've made any major purchases.
