Alright, I pulled the connector at the UVCH on Bank 1. Tested high and low on injector #1 and do not see a short to ground. Tested the rest of the injectors as well.
I pulled the 42-pin connector and tested pin 2 and 12, which should correspond to the above pins. Did not see a short to ground. Somebody tell me if I got the wrong pins...
I notice the code says short to ground or power, how do you test a short to power?
I haven't opened the fender to the IDM yet, but is this leaning towards a bad IDM?
I also unwrapped the cable to the 42 pin connector that I had previously taped after it rubbed the valve cover, and it looks good. I will be pulling the IDM next...
I dug up an old IDM that was damaged when my harness shorted on the VC. I plugged it in to see if I got anything different.
It will start and run, but will stumble and the Water in Fuel and Wait to Start lights will flash. It will die once in a while but I was able to idle for some time to charge the batteries.
When I run the buzz test, I no longer get the codes for a short, but I still get p0261, injector circuit low. I tested this at 2.8 ohms previously.
I don't want to blow another IDM, so I am going to run a more thorough check on the harness at the IDM using a checklist I found.
I seem to have stumped the whole internet, lol. I hope I don't have to give up on this vehicle, I really need it running. I can't even stand to think about another truck payment, especially where prices are right now.

I can relate to your frustration. I don't think you can rule anything out at the moment. Loose or broken connection, IDM, PCM, etc. I was going to just start throwing parts at mine until I got it but the ghost has taken a break for now and you can't fix it if it ain't broke.
Regarding bad PCM: just last week mine headed south. It presented as a crank - no start 2x randomly (wait a few hrs then it would go). Then it wouldn't start at all. 9 Forscan codes, mostly centered on fuel pump matters. Swapped my spare (which is original to the truck) and everything was good - no codes.
Although I experienced a couple of random incidents at first, my impression of a PCM issue is more permanent and sudden. Listening to a tale of woe from a friend with a 7.3 (sudden vehicle shutdown at night....20 below zero.....way away from help....turned out to be a failed PCM) I made the decision then to get a spare.
If your dead in the water anyways, you can just pull the pcm and idm and send them off the Diesel Technologies of Chattanooga for testing. They actually recommend sending the PCM, any chip or programmer used and IDM all together and they can run them through their paces and make sure they're all talking to each other and playing nice.
I tested the harness again to make sure and put a reman IDM in it today. Did not fix the problem. I still get injector circuit 1 low, but now it says bank 2 has a short after buzz test.
I may have to send the PCM and IDM in for testing. I still have the old IDM, I turned in a known defective IDM for the core

His diagnostics are inconclusive but wants to do a $3000+ job based on the least reliable test the PCM can run? That's not diagnostics it's part darts.
