Obdlink ex need help

Hey folks I picked up an obdlink ex to use with forscan. I got all the drivers downloaded I think and when I plug in the device to my computer it flashes red green red. Anyone have any experience or a solution?

The key needs to be at least in the run position for the OBD port to work.. Engine on or off depending on the checks but key on.
