Brake Caliper Mount to Rotor Interference

2000 Ex 4wd. Been tracing a brake squeal for a while now. Finally found it as an interference between the brake caliper mounting bracket, the brake pad clip and the rotor. I disassembled the brakes, made sure the hub bearings were not worn out, that there was no dirt or rust between the rotor and hub but all looks good. Now with a new pad clip in place when I just begin to tighten the caliper mount bracket it binds the clip between the rotor and the bracket keeping the rotor from even turning. What am I missing?

Have you put a few lug nuts on the rotor to hold it down? Is the rotor warped at all?

That top bolt is loose. You need to inspect every aspect of your braking system. This is dangerous.

Did the lug nut thing to make sure it was seated after checking for debris between hub and rotor.

Yes it is but that is not the issue. I've had the bracket on and off several times to try and find the issue. For the picture I just put the bottom bolt in which was sufficient to show the binding that is occurring. I'm going to try swapping parts from the other side to try and see which component is out of whack.

Update: So I scrounged through my scrap and found an old rotor for comparison. The hat to rotor surface was almost 3/16" different. Back to O'Reilly's only to find out there was a mid year model change for the 2000's and I had the wrong ones. Two new rotors later and everything fits with the required clearance. What was bad was the other rotors fit but left no room for wear or other tolerance stack-up so the initial problem didn't present itself immediately.
