Rust stain under fender badges

Rust stain under fender badges
I was cleaning my truck today and noticed there were rust stains on the paint under the fender badges on both sides. I assume it is coming from steel mounting clips so I was wondering if someone can confirm that these clips are indeed steel. How hard is it to remove the badges? I was thinking it might help to paint the clips.

I have not personally removed them but it looks like they are metal.

It sounds like there is a good chance the clips or the pins will break and with my luck it is almost a certainty. I wonder why they thought it was a good idea to have steel in contact with the aluminum.
