It looks like a small metal hammer used as a plug on that hose.
You want to know what that hose and the metal check valve looking thing and pipes going to the back of the heads are?
That would be part of the air injection system. Think there should be a metal pipe from the air pump on the front of the motor to that rubber hose.
If you want I think they say you can remove the piping off the back of the heads and screw in bolts but if it was me I would pull the hammer out find a bolt that the head will fit tight into the hose and with the threaded part in the hose tighten up the clamps to hold it there and leave the rest in place but that's me.
This on your CC fire truck?

Thanks Dave. That makes sense. The pump is gone--just a bracket there. Plugging it off is fine with me and that is likely the way I'll go. Yes, it is the CC fire truck. Oh, and yes, it does look like a hammer. I will pull it off and see what it is.

I think it was used to plug off the line other wise the check valve sometimes does not check.
I think the bolt put in the hose (threads in first) so the head is flush to the hose is a cleaner looking plug LOL

I see a potential problem in your picture. I've added an arrow to your picture:
I think that's the vacuum line to the brake booster. The line appears to have collapsed and possibly ripped. If it was broken, that would cause a YUGE vacuum leak.

I don't think it's that bad.
It you expand the picture there is a shadow from the clamp that makes I t look like a rip.
I would check it over really good and if bad replace it before moving it other wise replace it when you can so you know it's good.

You can pull all that pipe work off but you cant simply put a bolt in youd have to get thermactor plugs to properly seal. What we have done at work is hack saw off the metal tubes leaving about 3 inches then crush the tube flat and fold it flat over itself to crimp the end then bolt it back in place as a make shift plug.
I was looking at doing something similar when I was on a GT40 head binge but now with the AFR heads I have there is no thermactor ports let alone a heat cross over so most of the work of removing the air injection system has been done for me.

I dont see a rip nor a collapse either. the corbin clamp is casting a shadow on the rubber giving the illusion.
