I have the factory driving lights in the bumper that turn on by pulling the light switch. They come on with the headlights off, and only with the low beams. Everything works as it should. I recently changed to LED bulbs in the factory headlight assembly. Now, the driving lights still function as they should, but when I switch from high to low beam, the high beams stay on. With the lights on, If I push the driving light switch in, the highs go off and the low beams come on as they should. With the lights off, the driving lights come on as they should. I'm guessing it's an amperage issue. Anybody come across this before?
I can't say what your high to low beam problem is but you DO NOT have "driving lights". By definition of the way they function (low beam operation ONLY, beam pattern, and selectable operation) they are fog lights. They're annoying to everyone else when it's not foggy and are illegal to use by themselves (without headlights on) in most every state.
"Driving lights" are to be used with high beams only.
Since I've ranted and my point/PSA has been ignored and pissed off everyone here, I hope you find a solution to your problem.

If it wasn't for the high beam indicator light in the dash, I would just switch the high and low beam wires at the bulb and leave it working like it is. Except replace the fog lights with a 21" LED bar so I can see more of the road in front of me.
