Try using a bump stop/piston stop to confirm top dead center - you could be way off on the timing. Are you able to observe the mechanical advance with the timing light? If you are at 12 at idle how much does it increase to at 3500 RPM? How much mechanical advance do you have with the HEI style. With a beat up 2 barrel and good timing my 390/C6 ran great with plenty of power so you have the potential - just some issues. A pertronix unit is very sensitive to the gap between the rotor and the pickup. Check your gap and then try to wobble the distributor shaft side to side. If you can move it, the bushings are shot and the Pertronix will struggle due to the varying gap.

I'm not saying that this is your problem but I have seen several of these old FE intakes where the exhaust crossover burns through due to a stuck heat riser. This creates a hidden vacuum leak inside the intake that you can't see and does not show when spraying around the outside.
Just something to think about if you fix everything else and still are having low vacuum.
10/4 if I develop vacuum issues I will consider what you mentioned.
Good to hear you got it running again and from the sound of it better than it had been.
Maybe the Pertroix unit was going bad?
On the vacuum advance I dont think its that hard to replace if the are is on top of theplate.
2 screws that hold the can to the dist. and remove a clip holding the arm to the plate stud.
Just watch out for that clip.

I had 3 nice conversations with Pertronix when I was diagnosing the unit. They had me do an amp test and then call them back. They had me check voltage both to the unit and then cranking and call them back. Then they had me hot wire directly to the battery and call them back. They knew I dont mutitask well so it took 3 phone calls...lol. I asked them if the Pertronix could have been going bad and causing my stuff and Mitchell of Pertronix said "nope its basically a switch. Its either on or its off" . I dont believe that. I have had electronic components that worked sometimes and didnt others when they were going bad...
.Either way its running so well now. There IS still a little hesitation on accel from a stop that I can reproduce while manually operating the carb linkage. This hesitation IS the accelerator pump. I can lightly manipulate the accelerator pump arm and stop the hesitation. My carb linkage is sticky from what looks like old grease so I will be cleaning it and spraying a lubricant on it. To see if I can get this little issue cleared up and make the linkage operate more freely..
Im deciding if I want to go with an entire rebuilt distributor. The vacuum advance is $30 by it self. Its $70 for a complete rebuilt distributor that of course includes the vacuum advance.
