The base system for Sync or the OS is QNX which Ford has been using since 2014 when MicroSoft decided to dump Windows CE. The hardware changes because in the electronics world it keeps moving forward so the chips Ford used in 2014 are no longer made (most likely) and they have to keep changing the OS to accommodate the changing hardware.
Also people will look at the old interface (APP) and say look at how old that is when is Ford going to catch up with XYZ car company, like getting the 12 inch screen in the F250s like the XYZ has.
