It's hard for me to tell exactly from what angle the OP's photo was taken, but that thing looks to be where my puddle lights are. Or is it in the same general area, under the mirror?
That is an escape hatch for the BLIS hamsters. They look out the mirror to see if there is traffic and if there is they turn on the little light. In the event of a collision the hamsters eject and parachute gently to the ground. There are no hamsters in the tail lights. Just a couple of toads that no one cares about which is why there are no escape hatches back there.
If your BLIS doesn't work your hamsters are dead.
If your cross traffic alert doesn't work your toads are dead.
