So I am trying to register my truck in CA (purchased from Missouri), and the DMV is requiring an Emissions Label. The other issue is I have a straight pipe/no CAT. I was told if I could provide documentation from the dealer that states my truck came factory without a CAT (which is did) or could produce an emissions label that states "mom catalyst" that I wild not need to get a CAT installed...
Ive called Ford Dealership on several occasions requesting an emissions label or even an Oasis Report so I could get a label created, but each time I'm told that Ford Dealership does not carry any information on vehicles older than 20yrs... I just want it registered at this point, but I'd love if I didn't have to get a CAT installed...

The right hand valve cover (passenger side) has the emissions label on it as well and ebay is full of used valve covers. You must ask the seller to provide a close-up picture of the label. There it will be listed, "TC", CAC", "OC", etc. You DO NOT want the label to say, "OC" because that means "oxidizing catalyst". The color matters too. For example, green is 2000 and bright orange is 2002. I believe 1999 is maroon, but I don't have one of those in front of me. You want to make sure the color matches the year.
If you already have that sticker on your valve cover it should suffice. Just show the inspector that.....if yours says "oc" then you're going to neet a catalytic converter or find a valve cover that denotes otherwise. There is no rhyme or reason as to which vehicles were equipped with catalytic converters and which ones weren't.

Thank you for the help. I was able to find the label on my passenger Valve cover and it matches the description you gave (Orange/2002) Under emissions control system is says, "ECM, TI, DI, CAC." What do those mean? Also it states on the label that, "The Engine is also certified for sale in California new vehicles rated above 14,000 pounds.... This engine is OBO II Exempt."
Electronic Control Module, TI (not 100% sure but I bet Y2KW57 knows - I bet it's Turbocharged Induction though) , Direct Injection, Charge Air Cooler.
The label probably doesn't say "TI"

Most likely, the label says TC instead, which you of course already solved. TurboCharger.
At the rate I post, It'll be almost 2 years before I get that far.
I was right there with ya, but once I agreed to sweep and mop the floors, take out the trash, and trim the roses, my daily post count literally doubled, and a lot of those posts aren't even visible.

What you earlier said about Ford not providing a new VECI label unless 20 years or newer didn't make sense, since you have a 19 year old truck. But I confirmed with a local parts department that the look back time period where Ford will cooperate is now 13 years. I had this happen a few years ago with a 1994 Ford cab chassis model, and I was successful in getting a new label directly from International, the engine supplier, but that was before Volkswagen bought International, so I don't know what changes have taken place since then in terms of corporate data or policies on dispensing the informational goods.
