Help--Electrical Gremlins under dash

Help--Electrical Gremlins under dash

Alright guys, I'm trying to collect my thoughts on my truck and determine whats next. The truck in question is a 1999 (Manufactured 11\98) F-250LD XLT 5.4L 4WD 7 lug, Vin 2FTPX28L1XCA23164. Truck was given to me after sitting for 5-7 years out here is AZ, Transmission was shot and they parked it, then lost the two chipped keys, and destroyed the steering column where the ignition key cylinder was, that's right WAS. I've been working on the list of issues but this electrical is the one I'm stuck on.
-OBD2 port incorrect voltages and grounds -see picture-
-Instrument cluster has no power unless I Click the head light switch onto manual panel dim Then the gauges work, except odometer.
I'm dreading pulling the under dash harness and fuse box, but I'm thinking replacing it all might be the to go.

I have a repair manual, but the book is missing the back 1\3 including the electrical chapter and diagrams, I have a new one on the way.
What i have done to the truck, since it may or may not be relevant to the issues.

-New battery, new positive and negative cables and new starter.
-New fuel pump, fuel filter and flushed the lines and tank
-installed used steering column
-New ignition key cylinder
-New plug wires and sparkplugs
-New oil filter & oil
-Remanufactured ATK 4R100 transmission installed 2 days ago
-PCM PATS delete from Drag radial - so nice to hear the engine run with good compression!!!!!!

Thank you for your help, advice and input!!! If you need any other info I'll try my best to provide it.


AS you can see, My OBD2 port is messed up

Engine is ON!!!!

Clicking the dim switch provides power to the instrument cluster

Engine on, with the Dim switch clicked on the instrument cluster lives...sort of.


P.S. I have tried to find the problem online before posting.

DLC connector pin 16 bottom right corner is powered from CJB Fuse 3-20amp "hot at all times".

Fuse 3 is good, got power to it and thought the other side, just not to the DLC. Is this a straight wire from under dash fuse box to the DLC connector?

DLC pin 2 to pin 16 PCM (+) inst cluster pins 1&2 ngv module pin18 compuvalve module pin14

DLC pin 10 to pin 15 PCM (-)

DLC pin 13 to pin 13 PCM

DLC pin 4 and 5; Grounds

DLC pin 7 to gem pin25; 4wabs pin1; rap pin3; restraint module pin5.

It splices to the cig lighter as well through splice 289 main harness behind left side of dash.

I am pretty sure I have found the cause, I'm working towards the repair.

Wow, with the amount of dirt, was this a flood truck or just left with the windows down for 5 years?

Windows up, no flood damage. Just sitting for 5+ years serving as a mouse house apparently. Didn't help that the prior owners were messy and dirty.
