E40D issues

1994 f250 460 e40d 82,000 miles
So here is a back story on the truck it was a plow truck for a local mall and it caught tire then sat for 4 years. When I bought it it had 79k I bought a 1992 for a parts truck swapped trans harness. Solenoid pack and ecu.

Now the problem I am having is when in drive the trans won't up shift until 4000rpm when it does shift it goes straight to 4th. When in 4th if you go wot the trans goes to neutral "revs freely" then back to forth over and over until you let off the throttle. If you shift the truck manually it goes from first to second fine then skips third and goes to 4th. The trans does not slip and has a new filter with the filter retainer clip and fresh synthetic atf. Trans does not slip and I have put about 2500 miles on this way. I would love to do a zf swap but they are not common in junkyards here.

Here is the truck with 11000lbs of rock in my dump trailer.

I Have not re read the codes since I fixed a few vacuum leaks this weekend. I don't remember the code number but it said shift circuit 2 fault to ground I have been back over the harness a few times and am not finding anything. I have not checked contenuity from the shift solenoid to the computer. Visually the wiring looks really good.

Checking the harness visually is useless. It's almost always a waste of time. You have a short and need to find and fix that to make this work again.

Is it possible the short is in the solenoid pack? If so how can I verify that the solenoid pack is or is not the problem?

You can measure the resistance of each solenoid and measure each solenoid for continuity to ground. I will tell you that 99% of the time the problem is in the harness, not the solenoids.
