You think the truck has been stolen? Take it to your local DMV and get it checked. Or contact your local police department that has a vehicle theft squad.
Is there no VIN plate riveted to the dash frame and visible from outside the truck like every other vehicle on the road? There is also the Vehicle Certification label on the driver's door B pillar.
If both of those are missing, you probably have a refugee from a chop shop.
I want to find out where the number is placed on the car chassis. The number is on both the driver's door and the lower part of the windscreen.

Just a guess here Gents', I think the truck and owner are overseas and he is trying to register a "Foreign" vehicle. Been there and done that and it can be a challenge.
Traditionally the vin was stamped on top of the frame on the passenger side (US) just about in line with the front axle. Some further back. With a fairly new vehicle it should be easy to spot.

Conformity to what? Usually all that is on emissions stickers, vehicle weight and vin stickers. and the owners manual. Emissions and safety certification are done at the corporate/ government agency level. The stickers "inform " the buyer that the vehicle meets the standards in question.
The country of Europe where I want to register the vehicle asks for some information which is usually given with a document from the manufacturer. The car stickers do not indicate the car engine number. Is there a way to find this number from a document, or at some point on the engine a FORD F150 2015?

Engine is not coded ( assigned vin) to a vehicle as it's a replaceble part. I know what you going through, went through the same thing here in Poland with my vehicles. Same thing goes for the frame.
