Steering column alignment

OK. I have replaced the steering box and rag joint on 1979 f150 2wd. I am having heck of a time aligning the steering column. the steering wheel is out of round by about 3/4 inch. I have centered the rag joint and loosened the bolts under the dash and the firewall. jiggled the hell out of the steering column to no avail. I would appreciate any feedback. Also, the rag joint came with two plastic gizmos which I'm not sure what to do with I'm thinking they may be to help in aligning the two pins on the rag joint . Also, there is a metal plate that came with the rag joint which I'm not sure what to do with. The original rag joint didn't have the aforementioned extras.

The extra metal piece is a safety, it prevents you from losing steering if the rag joint fails.
