Only did this once in the 4 years of ownership, but my luck the second time will be this weekend.

For what it is worth, I'm in MD and traveling to our cabin in PA.

I figured I was trying to solve a non-problem, but I had some free time and went down the research rabbit hole.
Put the shingles on top of the plywood at the base, it will hold it down for you. No need to place the weight above the axel with that small amount.

Yeah my rule of thumb is if the amount is less than the height of the tie down cleats I just put it over the tailgate. Strap it to the boxlink things at the rear. Do 85mph no problem.

4 bundles of shingles is ~130 sqft
3 sheets of plywood is ~97 sqft
4 rolls of #15 tar paper is ~1,600 sqft

Agree.....Road speed wind keeps it down. If you went backwards @ 60 you might get some flutter.
4 bundles = 133.2 sf.
3 sheets = 96 sf.
We call it felt paper here.......roll 15 lb. felt paper = app. 400 sf. 30 lb. felt half of 15. Better of using synthetic roof underlayment, wider rolls, much lighter, doesn't rip by looking at it, much more weather resistant.

I call it tar paper.

If i called it Felt paper I could never send anyone to pick it up at work. They would come back a week later with something else that resembles felt on paper.
