What is this sensor called? It looks like an ICP sensor but obviously is not. Located at the front of the HPOP. Rebuilt the fuel bowl this weekend and removed that and it was full of carbon, along with the threaded area that it screws into was stopped up with carbon as well. Is this normal and if not, what does one do about it?

Exhaust Back Pressure Sensor (EBP sensor) and your assessment of carbon is right on target. The tube that feeds it worms down the front of the engine and it feeds into the front of the passenger's side exhaust manifold. It is a maintenance item and you might want to see if the tube is clear and the sensor is working. The tubes crack, break and plug up and the sensors plug up with carbon. Sometimes they can be cleaned out and sometimes not.
EDIT: Well... That is what happens when I open a new thread and walk away for while and post without hitting refresh. The fellas above got you sorted out.
I will add that if you decide to clean it, a thin and flexible cable like throttle cable will do nicely. If it is rusted or damaged, there is an updated design that is a little easier to install.
The sensor itself is cheap even for Motorcraft. You can verify it's function by comparing it to BARO and MAP. They should be within .5 of each other when cold and engine off.
