Starter debris?

After removing the stall converter on my C6 I found this. Hopefully it is from an old starter. The one on the truck looks to be very new. The 7/16" socket and converter drain bolt in pic for sizing comparison.

Yes, that came off of a starter. When I pulled my torque converter I found the same thing. The piece came from the shaft where the drive slams against the starter housing when it engages the flywheel. Those pieces could have been in the bell housing for years. How can they get out?

In my case, the starter was still seemingly working fine. I did replace it though with another used starter I had with the little bushing ring still intact.
