PCO’s have to be presented to the dealer prior to ordering, that’s what they told me. I went fishing for a PCO and got zero offers for me.
Incorrect in my case.
I got my PCO several weeks after ordering my truck last year in late June.
Dealer happily took it even after it had expired due to the 21week build due to parts shortages.
Dealer said I had 2 ( original , the replacement one due to the expiration date) of them on my account and my Medical Personnel appreciation bonus cash.
Had to pick one of the 3 discounts.

Same here, recieved a message in Fordpass today, except its the same $2k offer I recieved weeks ago by email, and then reminded of numerous times by the dealer I purchased my 19 from. None of which helps the OP.

Somewhat off topic, but worth asking. I ordered my sd in dec, got a eco 2k in Jan, expiration March 31st. I don’t think I’ll have my truck by expiration. Can an eco be extended past expiration, if so who to contact. Kinda bs as build is taking forever, I don’t even have a build date. Also can the $250 and $500 first responder be combined with eco. Been told yes, but another dealer said no
Tell your dealer to look at the Incentive Protection Program for guidance about locking a PCO. I have called Ford Marketing about stacking the first responder and PCO. They said they are both private offers so technically they can’t be stacked but said that if the dealer wanted to they can. They wouldn’t answer if it was on Ford’s dime or the dealer’s.
Advice to anyone wanting a PCO, I got one a couple weeks ago by being subscribed to the PCO thread (the one linked in this thread) and turning on email notifications. Someone posted a link and I was able to get it to work for me using Firefox browser in incognito mode.
Go to "account", you will then see "message center". There will be a red 1, or maybe its a red !, telling you there is a new message waiting. I have more often received email notifications though, either from Ford or my selling dealer about these offers.

I tried to steer it early on in that direction, didn't work.
Got a $2,000 PCO in the mail, went to local dealer to order new truck. Dealer said they could not guarantee delivery, of new truck with all the delays, before PCO expired, said call Ford. I called to explain problem and try to get an extension or new PCO. Ford said no can do. So no new ordered truck for me. Anyone have this happen? Thanks.

I know the trucks are really far behind I ordered mine in November and this Monday it’s finally going in plant

They've really changed then. In ‘19, I got the better of rebates when I ordered it or when delivered and the pco was locked in.
Last summer when I started looking for my truck, I was on website almost nightly building the truck. I called Marketing too. Also filled out a couple Ford Marketing questionnaires ( which I normally never do). Lo and behold, the ECO popped up shortly after I ordered my truck last Oct and it arrived a couple weeks before expiration. Nice Xmas present!
I like to believe all that banging might have helped push a ECO in my direction. Lol
