Tuner rccomendation

Need a tuner for my '15 6.7. I start to buy a couple and I see if fine print or sometimes not fine print that the tuner "won't accept any delete tunes that affect emissions equipment" or something to that effect. Is that BS or real? I'm not looking for big power boost. Just reliability and a bump in mpg would be nice. Tow tune for the 5th wheel is enough. Looking at SCT GTX or X4. Where can I get one that will take a custom tune turning the junk off? Thanks.

Have to buy a used one for your vehicle with the delete tunes loaded into it, or go underground. EPA outlawed delete tunes a few years ago.
