Just recently helped a friend with the same issue. Luckily he has an extremely long 24" screw driver that we drove through the filter and were able to use the leverage to crack it loose.
Put a screw driver through it, stay away from the oil filter nipple. You should be able to get it off of there. You also have plenty of usable filter to use a strap wrench near the base.
Well now you can just remove the filter shell and the guts. You will see the filter baseplate with the holes and you can use a drift or punch to knock the filter base counter clockwise. A air chisel with a point is also very handy for this.
Get a good strap or metal band type. Even one off a Snap-On truck would have been less than half what you paid your mechanic. They’d have made short work out of that, and you’ve got the tool for life.
I have had to resort to a hammer and cold chisel. Put the cold chisel against the rolled edge near the block at something like a 45 degree angle and HIT IT! When it cuts/crushes too far, move on to another spot.
