Ok guys I have a 2000 excursion with a v10 in it. I don't have issues when its running its when I try to start it. The fuel pump is not kicking on all the time when I first turn the switch on. If I turn it on and off a few times I hear the pump finally kick on and it will start. Has anyone else had this problem?

Yes, I had similar experiences. Once started, would run fine. But then I'd go to start it again after stopping somewhere and it wouldn't start. I'd wait and try starting it later, and it would usually start. But then after about 2 yrs of this intermittent problem, it really wouldn't start again (and never threw a CEL). So I was forced to chase down the problem. First thing I did was put a fuel pressure gauge on the fuel rail schrader valve. No fuel pressure. Thought for sure it was the fuel pump relay which on my 2002 is tucked behind the dash near the stereo. But wasn't that. Then I thought it was the 20(?) amp fuel pump fuse in the fuse box at the driver's knee. Swapped that out. Wasn't the issue. Then it was suggested that there was a fuel pump fuse built into that same fuse box. So I had the fuse box sent to someone to fix that possible issue. Turned out not to be the problem. Of course I also checked to make sure the emergency cutout switch hadn't been tripped; which it hadn't. So then I was forced to accept the next inevitable move: replace the fuel pump. So yeah I dropped that 40+ gallon tank and swapped it out. BINGO. That was the issue. During my research for the problem, I remember reading someone saying that the fuel pump is the issue most of the time here. But you just wanna believe it's just a little fuse somewhere. LOL. Oh well.
The only thing I will say if you do decide to get a new fuel pump is not to buy the cheapest one on Ebay. I often buy the cheapest thing on Ebay and have done pretty well doing that. However, if I had to do it again I'd spend a little extra money to get a reputable name brand one. Reason being is that, although the actual pump works fine, I'm now having problems with my fuel gauge. Mostly it works just fine but sometimes it throws wild readings that you know just can't be true. Then it goes back to what you *think* is correct. Just yesterday the "low fuel" light came on. Normally I have 50 miles left before empty when that light comes on. But this time I checked the "miles til empty" reading above my head and it said zero. That's the first time that's happened. I imagine that has something to do with the cheap fuel pump I installed (cost about $60 with delivery).
Good luck with your issue. Hopefully it will be a little fuse somewhere. (By the way I think the configuration for a 2000 is quite different from my year. I believe your fuse box is in the engine compartment and not at the driver's knee like mine. And your fuel pump relay may be in another place other than behind the dash; I think it might be in the engine compartment as well).
