My dad had this thing in his tool box 50 year ago and it was old back then. It's for making hose clamps using wire. You loop a piece of wire around the hose and insert the tool and tighten the wire. I remember him showing how it works but never have used it myself. One of many his tools, along with the greatest one, my F-2 that I have that have memories about my dad.
I've seen those. It's a shear type cutter for cutting sheet plastic, metal, etc. We had one at the Shell Station I worked at. Ours was dull but would still cut thin metal.
