5.8 advice please

Hello everyone. I stumbled across this site during some research and it looks like a great place to find assistance.

So here is the deal. I picked up a 1995 F350 with a 5.8. Actually, I bought the Lance slide-in box camper and the truck came with it. The plan was to sell the 350 and buy something more recent with more power. The 5.8 does ok on flat land, but is a pig on the hills. According to the varying specs I have seen the hp is only 265-280 and torque around 350ish. Not very impressive for towing a 4000# boat with a 3000# camper in the box.

So here is my question. I have always been a GMC guy, but have played around with a few Fords back in the day. And considering that the F350 dually that I have now is in damn fine shape, and I am grooving on the style and the interior is mint, I kinda want to keep this dually. I am mechanically inclined and have no problem doing what I think has to be done to wake up this truck, which is......1) swap the heads 2) new cam. 3) complete tune up. 4) headers. Does this sound about right and what kind of power gains can I expect? It would be cool to break 300hp, hopefully get at least 325. Would like the torque to go with it. Any suggestions, advice or warnings before I head down this path? Will I run into trouble with my efi? I am willing to dump a few grand into parts if the gain is enough that I can avoid having to dump the money on a newer dually. Thanks.

Actually the stock output on that motor is 210hp/325tq and yeah... that's not very impressive. The good news is that GT40 heads, a cam like the Comp 35-349-8, maybe some porting on the lower intake to remove the bottlenecks or a complete aftermarket unit, and some exhaust work to compliment the rest and you would have 300-325hp and 375-400tq, the bad news is that will require larger injectors and tuning and the stock PCM is not natively programmable. The easy button fix for that these days is something called a PimpX pcm, it's a custom built Megasquirt designed to be plug and play on these Fords, with that you can dial in just about any combination.
