PCM calling for bank 2 injectors to be open

93 4.0 auto 4x4
ok so my fuel injectors on bank 2 (cyl 2,4,6) are always open with the key on. causing a no start/hydro locking my engine. i am getting constant possitive (normal) and ground (not normal) while KOEO.
I striped the harness all the way the to the 60 pin and the wire is great shape no shorts. So what could be causing this? simply a bad PCM (any way to test this) Or is there something else that could for some reason be telling the PCM to keep bank 2 open?

If it's not a wiring short the injector driver inside the PCM has died, that's not common but possible. The driver would be replaceable but there may be other things wrong with the PCM given it's age so a replacement is a good idea.

P.S. You should check the injectors to make sure none of them are shorted as well.

So the truck has been sitting awhile but would only not start for the past couple months. When I first got the truck I was having some erratic problems and when solving that the PCM was replaced with a cardone unit so age-wise it's about 5-years-old but doesn't have very many miles or runtime on it. Also the short occurs even when all of the fuel injectors are unplugged. I kept a noid light plugged in while I was taking the harness apart hoping to see it flicker.

It's the PCM then. Refurbished units don't have a great reputation. You should still double check that none of the injectors are electrically shorted, they should all measure between 12-15ohms.

I will check the injectors to be sure but like I said they all have power even when they are unplugged. The PCM board looked clean but it does seem as that's the solution I've ended at just wanted to make sure I wasn't missing something I didn't know about.
