Dim Low Beams

My low beams are very dim, almost amber in color. I replaced the lamps and still have the same problem. I've had the voltage checked and it was ok.

What was the voltage drop on each power side?
What was the voltage drop on each ground side?
And What was the voltage drop across each lamp?
