The glow plug break loose strength is pretty high so not something I think an EZout can accomplish,
Hmmm...that would depend on what seats and gets tight. If it's the nut the GP could just be sitting there kind of loose. Can you reach it with a dental or ice pick and see if it moves at all? If it does it could come out easy for you. You could drill a small hole off to the side and work it out with a pick or an awl.
And be careful drilling, if it's loose in there you could end up driving it all the way in, then it is head off operation.
I know diameters are small here but one option is to weld slightly smaller diameter tube in top of the broken GP.With a stick welder and very small stick,i have done it in various conditions..And with m24 size bolts..
Drilling a hole and punching a torx bit is also commonly used way.
Ok a dumb response here but....
on a Facebook group I have seen people recommend plenty of PB Blaster soak then cranking the engine over. They say the compression will blow it out. They also say if doing it with the starter to be sure it’s covered or it can shoot through anything nearby.
I doubt it’s actually a good method to use but figured it was at least worth a mention.

This plug is a little different. The entire body+threads are still in the head. Only the hex head of the plug broke off so the plug is still full seated just no hex.

Ohhhhhh. I missed that part. Yikes. That stinks.
I’m probably with SSJ on this. I doubt I would want to pull a head just for one.
As for the wire and connector, if you are concerned about it, you could look at disabling power from the wire at either of the main harness connectors. Maybe by removing the pin on the valve side or the gasket pad through? Then, you know for sure there is no possibility of power getting to the GP connector.
