Got my window sticker, no camper/snow plow package. Salesman assured me it we be on there. Multiple calls with no call back. Thinking of going to another dealer and ordering a 21. No rush to get the truck and I won't be driving it over the winter anyway.

Maybe the dealer is planning to update the springs and alternator? I don't know what info they have that could contradict the window sticker
Is the sales person you dealt with familiar with trucks or is the fleet sales manager?
Time to go to the dealer, sit in their office in the way of other sales until you get a definitive answer

If you are looking for that, up here in MA there were a bunch with that on around here. I didn't get them or look that hard because they had other items I didn't want.

Yes, but you likely will need to have everything documented in writing; your request to add the option, the dealer's acceptance of the change and the confirmation that the change was accepted by Ford. A verbal communication between you and a sales person won't be enough. Some dealers are easier than others to get your deposit back. It will be easier if the configuration of your ordered truck is easy to sell to another buyer. You can request the dealer give you a printout of the order confirmation from Ford. This will list all the configuration of the truck as Ford sees it.

Yes, you gave a deposit for a truck they are not selling you, so you probably have solid legal grounds to get a deposit back
Most dealers return deposits anyway unless it is a hard to sell vehicle. Super Duty trucks are currently in pretty high demand. So, not hard to sell.
Give the dealer a chance to make this right. They should give you options. Some ideas if they are not too imaginative:
Big discount on this truck;
big discount on ordering another truck;
next truck ordered is given top priority (they can work with Ford to get you a priority from 1 to 9 since someone messed up);
they can do a nationwide search to find you a suitable truck and ship it in;
they can modify the truck for you when they get it.
Again, give them a chance and be ready to hear them out.
I can't see your comments while replying, but if I remember right you are missing the snow plow/camper package on the window sticker. This consists of:
Computer-selected springs for snowplow application
200 Amp Alternator
Heavy-service front springs (4x4) (1-up upgrade above the spring that has been computer-selected based on other selected options. Not included if maximum springs have been computer-selected as standard equipment.)
Rear auxiliary springs (F-250 only; standard on F-350)
Rear stabilizer bar (SRW only)
Slide-in camper certification
I think all of these items can be added by the dealer later, save for the camper certification. Using genuine Ford parts. Would that be acceptable for your use?

Everything is verbal. Did everything over the phone. Have never signed anything or been there in person. Have never seen a price breakdown on my deal. MSRP was 51200 and I negotiated to 46500. He said if I got a PCO that would come off the 46500.

If those missing items were on the order sheet when the deposit was paid, and therefore the mistake is on the dealer when they submitted the order (or on Ford in Production)... then yes, the deposit should be refunded if the truck is not accepted. If the missing items were added after submitting the order... then it will depend on your dealer how the situation is handled. Changes to an ordered vehicle can only be made up to a certain point in the process (I believe that point is when a scheduled date has been issued).

Get Everything in Writing. Verbal between you and a sales person means nothing if/when any disputes arise. If you have a long standing relationship with dealer, and trust them, maybe you will be okay but misunderstandings can still occur.
When I ordered my truck I had X-plan pricing and an agreed on price for my trade-in with the sales person. The sales person did not provide any documentation for the order except to hand me back the printout of the configuration I had given her. She initially told me not to worry as everything would be documented at the time of sale. I insisted on a copy of the order confirmation so I could verify there were no mistakes on order entry. I also insisted on a sales form listing the sales price, fees and trade-in value signed by the sales manager. Guess what? When the truck came in 8 weeks later the sales person I dealt with no longer worked at the dealer.
Get Everything in Writing. Note, all the documentation I received was sent to me via email.
Edit: Don't know how you paid your deposit but assume credit card since your transaction was by phone. Disputing the charge with the credit card company to get back your deposit will be more difficult if you do not have any supporting documentation. Then it will be your word against the dealer.
