My 2000 7.3 bucket truck has cold start problems always gets the romp romp romp when started cold and takes an adjustment on the accelerator to smooth out the romping. It takes a good 15 min of warm up time before the motor will run correctly. If I try to back up before the motor is warm the truck has almost no power to back it up my very slight hill in my driveway.
I had the glow plugs replaced over a year ago.
Even in the hot summer I have this problem when starting. I can plug my block heater in and the truck cranks strong and ready to roll.

Could be a couple of things and best to start with easiest and cheapest...glow plug system. First off, what glow plugs did you have installed? If they're not genuine OEM glow plugs made by Beru you need to change them tout de suite, imitations can swell and require a head removal to get out. Even though it's summer, glow plugs still come on, just for less time so you need to ensure that you GPR is working. You can do this by checking voltage drop at initial key on or by checking for power on the right hand lug on the relay at key on. In summer you probably only have about 30 seconds to check it. Next question is truck mileage/running time. It could be that you need to shim your injectors if the popets are worn after the engine warms up they expand and your symptoms go away.
When my ICP sensor quit working, I had to run with that sensor unplugged in order to get to our camping spot, and another 100 mile trip back home. The first start of the morning with it unplugged would be a romp romp romp until I tapped the pedal. I wonder if your ICP harness has opened up, and the PCM is ignoring the sensor and running on default values.
It would be good to see what the ICP and IPR DC reading is while cranking and idling. Do you have a scanner that can read your truck? Or set up your phone with Forscan or Torque Pro and an OBDII adapter.
Another easy check is to go to full synthetic on the engine oil. Many on this forum have gotten rid of the "romps" by switching. I have been using Rotella T6 in my E99 for about 13yrs now. Never a romp since I switched.
What mark posted above is also a good fix. Like he said tho, make sure you have the proper OEM glow plugs or you could be looking at head removal to replace them down the road. Look for the Motorcraft ZD-11 glow plugs.
And on another note... I have found that I do have a sticky injector that clears up once the engine is warmed up but I put this at the E99 with 355K miles on it...time for some TLC.
There is a product for this...Sticktion Eliminator I think is the name that I want to try but just haven't gotten around to it yet.

Relace icp sensor several weeks ago, and yes it was time, had oil in it.
No difference.
Injectors are bad, I say buy an injector shim kit so you can shim them. Or if you have $ install new injectors, or replace the ones that are bad (usually when one goes bad the rest are not far behind.)
