Well if I am not getting any compression either the rings are stuck or broken. I got some mystic oil and put some in each cylinder and will try it tomorrow. Maybe the oil will unstick the rings but I dought it. If not overhaul time.

Stuck rings won't give zero compression, that is a sign of open valves. I would pull the manifold and check them. An hour's work.

You said it ran in the past. Just out of curiosity, when was the last time it ran and how well did it run?

Finally found some time to take off the intake and found as you said half of the valves are not moving. Take blastit and spray them??

Any good penetrating oil will work, spray it all over the valve stems, lifters, and as much of the guides as you can. After a soaking and letting them sit a day or so, try prying them down. Then rotate the crank a few times, see if there is any improvement. Repeat as necessary.
