Definitely NOT stock. It is someone's fantasy. Notice the old original Super Duty tags on it from a heavy truck. F-250 4wd's never had hubcaps till the '80's. Remember, 428 on sale day, a 360 every other day. Measure the stroke to verify a 428.
Is the letter after the F26 on the vin a Y, by chance, which really means it came out of the factory with a 360.

Could it be a 428 sure it could . They were never offered in the trucks but it was a common swap back in the day (70's early 80's) as basically every 66 and 67 T bird and piles of full-sized cars had 428's so it was not uncommon to pull tired 360 or 390 and drop a 428 in its place.
The best thing to do is pull the casting numbers from the block, this will narrow down what it is.

This may not be a 428, it could be a 360 or 390 that a previous owner installed the valve covers and chrome air cleaner on. All three are FE engines, so parts can be swapped.

Googled 'Orange Cobra Truck' or something like that and it was the first dozen or so picture.
From the bondo mark on the hood, I'm guessing the blinged wheel variant is the same truck in happier times.
Looks like it lost an emergency light, siren, that cool corrugated box, its bling wheels, someone yanked on the side door, changed the grille from a '67 and amber lights to a '69 red bar and got a nasty ding in the fender. Starting in '69 the headlight doors are blacked out.
I'm thinking this is actually the same truck, just worse for wear.
Angle is hard to tell, but it does look like that scoop is off a '79 Cobra and not a '68 CJ scoop.
More info is needed, a truck like that has to have a good story.
If you can get an image of the build /serial plate with all the info, that would answer a lot of questions.

No Cobra Jet's in 1968.
1969 Ranger anodized aluminum head lamp doors are painted black surrounding the seal beam.

No bondo
There is no bondo anywhere on this vehicle and has just powered through the 64,000 mile mark.

These trucks were a thing a long time ago. I have only seen the pictures. These trucks were made and were custom upfitted and in Canada as off road emergency response vehicles and from what I know most went to BC ( There was known to be one in Montana near white fish that was still in service). These trucks should indeed have a genuine 428 under the hood! They should also have the HD44 up front with the large bolt on hubs. From what I knew of these there was very few made and most were sold and bought for just the engines.

True story.
This truck is the real deal. It was built in Ontario, Canada. It has seen service. It does have the 428, but a Police Interceptor. That bed is for hauling hoses and various emergency equipment. First and foremost, it is a fire truck. This unit was used as a marine assist and was rigged up for forty years of continuous service in sand dune rescue. It is unrestored and still driven. 428, 4 speed, 4 wheel drive, manual steering, manual choke, power drum brakes, tow loops, and built in battery charger.
