78 ford brake problems

i have a 78 ford f150 ranger. when i depress the brakes sometimes they are very hard to push down. other times when they are depressed the fluctuate and if i depress the brakes hard i pull to the drivers side. i checked the master cylinder and the front one is completely empty and the back one is a quarter full. also there appears to be a lot of fluid leaking from the master cylinder. i checked the brakes and they look fine except for the hoses on both sides are cracked through near the bottom. what can i do to fix this. can i just bleed the brakes? or do i need a new master cylinder.

Try replacing the master cylinder and replacing and broken lines. Then Bleed the entire brake system start at the passenger rear brake and to the driver rear then passenegr front and finally bleed the driver front. I had the same problem and that is what fixed it.

It sounds to me like the proportioning valve has gone bad.
