Engine Temp Running Cold

Just bought an 86' E-150 with a 300 straight six. Engine temp gauge always seem to read below normal operating temp even when I'm driving 60+ on the interstate. Guy I bought it from kept a piece of cardboard in front of the radiator to hold heat in but as it warms up outside the cardboard is causing the gauge to shoot up to overheating. I was told by the previous owner he has replaced the thermostat many times and doesn't fix the issue. What else could be causing this issue?

It was common for the gauges in these old trucks to only come up to the N in normal, and the 4.9 and 5.0 don't generate a lot of excess heat so if a larger than stock rad was installed at some point the motor will have trouble maintaining heat in the system.. in colder climates and winter months at least. If your dash gauge doesn't even get that high the sender could be old or of it's new maybe there is too much thread sealer on it, it grounds through the engine so so only a small amount of sealer can be used. The dash gauge sender is separate from the EFI sensor, I believe it is under the intake on the side of the motor on the I6.
