Front brake lugs

Let me start by apologizing if this seems like a dumb question. I'm replacing the front rotor and caliper on my 94 f250 4x4. My question is, when putting the lug bolts back into the new rotor how snug should the new rotor and old hub(?) be? I've tapped the lug bolts as much as possible but there is still a bit of play. Will it all pull together when I put the caliper and tire back on and tighten lug bolts?

IF there is play in the Studs when installed in the Hub then either the studs are wrong or the holes are wallered out.

most likely it will pull together and tighten up BUT next time when you go to loosen it those studs that are loose might spin and cause you Grief ... just saying.
