Exterior Lights...

The PO cut the turn signal wiring, in addition to brakes, etc. I spent the better part of the day trying to make sense of it and eventually abandoned the turn signal switch, it's hosed.

From the schematic, unfortunately a lot runs through the turn signal switch for external wiring. I've gotten to the point where the brakes lights work, and the running lights front and rear. However, when I add the headlights, the front running lights go out. Also if I use the highbeam switch the headlights only work in one position.

My first thought is get the turn signal switch replaced, but this seemed pretty odd. Thoughts?

Yes the the running lights are supposed to go out with the headlights on.

Agree with Christmas, if decide to go this route, if possible, suggest note the wire color code position on the 6 pin connector at the base of the column then once the replacement turn signal has been installed tape the ends together and run a wire/cable and pull them thru the column, I do not recall if I had to remove the steering column horn assembly, if so only a couple of bolts but it is re-attaching the assembly that can be a pain in the backside. If I do not have to not a fan of cutting./splicing wires, I used a mini screw driver, and/or tweezers to remove the old pins from the connector and insert the new. There is a cheap tool one can purchase for removing the pins from the 6 pin connector I did not have much success using the tool probably purchased the wrong one? Either ebay, or majority of Ford part supplier's carry the switch I would go with seller where returning is less of a hassle.

Unfortunately, the PO cut off the old connector at the base of the column. It's truly a mess, wire color code on the column doesn't match either.

Sounds like an OEM switch with connector is the next step

Sounds like you might have a bunk high beam switch, too. Easy to test it using a continuity tester or ohms meter. The horizontal spade connector is the common. Each vertical spade connector should have continuity or zero ohms with the horizontal one - varying from left to right with each click of the switch. It's what is known as a double-throw single-pole switch. Sounds like one of the throws has failed.
