I know this is a little old but you talking of this type of mirror?

The ones that were on my truck did not. Then again I dont know if the truck came with this mirror from the factory.
I welded up the holes as there were 2 or 3 different sets from different mirrors that had been installed buy PO's.
When I installed the mirrors I did not use a backer. It would have been hard to install as I used the nut-surts that came with the mirrors.
So far with 4000 miles on the truck since Nov 2019 I have not seen any issues but may not be a bad thing to add?
