It can be saved and since it's really only the water jacket that's been compromised it wouldn't be that tough. but if you hired someone to do it professionally my guess is it would cost more than the block is worth.
I was always taught you have to preheat cast but guys who know better say you no. I don't know I'd pay anything for the block but it was free I'd get some rod and spend some time with the welder and a grinder and make it look good. then get it checked real good before I went any farther. if there are no cracks decking will clean it up and I dont see why it wouldn't be fine.
What's the difference in an industrial 428 ? I don't recall ever seeing a 428 in anything but a car.
Yes it's repairable a good cast welder can fix this no issues. This could even be spray welded since it just needs to be built up. There is about 3 to 5 hours work (welding) and about 1.5 hours for spray welding. Is it worth it ? I think it is. The Industrial blocks are the same casting as the CJ's with some additional strengthening.
