It still amazes me that the "king of trucks" builds the junkiest towing equipment on the market. First thing I had to do when I bought my '19 is go through the entire trailer lighting system and fix stuff before I could head down the road with my trailer. It's just ridiculous. Never in my life have I had issues with trailer lighting on any other brand. Ford just can't do it.
Sometimes you have to read the manual a little closer. I didn't see anyone mention fuse #10 30a under the hood. I might have missed it, but it's a specific fuse for your trailer running lights. Complete PITA to get to if you have big hands. If it's popped you'll still have brake and turn signals. There's no spare under the hood, but you can steal the one from the power rear window if you don't have a spare.
I just went through this with a trailer I picked up. Bad wiring job is an under statement.
