I was wondering if my rear brakes were working well so I applied the emergency brake to see and didn't get much slow down at all. Would this be normal? Maybe the mechancical brake doesn't apply as much force?
I prefer to call it the parking brake. I'd really hope not to depend on it during an emergency. You won't likely get as good a response when the cable applies the brake as when the hydraulic cylinder does. All you can do is keep the cable system maintained properly (clean, lubricated, and adjusted properly). It's unlikely that the dual hydraulic system will fail totally, but I suppose it's still good to have a well functioning parking brake.
There's a lot going on with drum brakes, lots of parts, and they need at least some attention once in a while. And they are kind of a pain to work on. So generally it never happens. That's one reason they went bye-bye.
As far as the original question I'd say no, that isn't normal. Definitely not stop on a dime system but it should work reasonably well. They are probably glazed over too.
One problem is the universal fit shoes, and possibly drums that have been turned a few times, situations can occur over time where only a small patch of the shoe lining contacts the drum surface. They used to sell oversize linings and brake shops would arc them on a machine to make them fit perfect.
