I will get the fuel psi. My OBD1 system is not working, not pulling any codes.

Thats not good. Defective computer?

So it has taken me some time to get back. The PSI on the engine is good 120-122 at each cylinder. Replaced both fuel pumps and sending units, starter. Since replaced the started, don't know if its related but there is a low crank, then I need to turn the ignition 3-4 more times to start the engine. Runs pretty well after that but I feel something is holding the engine back from increasing speed above 35/45 mph. Any thoughts would be appreciated.

Thanks for the reply, any additional information as to why you think it might be a clogged catalytic converter would be appreciated.

I would also give it a good dose of fuel injector cleaner as it's been sitting idle. Techron will do if you cannot get BG 44K. Some simple basics first. Check the vacuum system. Also make sure you know how to change the PIP sensor if you decide to go that way. It has to be pressed on and off the distributor shaft.

What do you mean exactly when you say your "OBD1 is not working, not pulling any codes"? How are you testing for codes?
