Full Float 10.25 Hub Binding Upon Install

After installing a new outer bearing and race on my 4.10 LSD full floating 10.25, I cannot get the hub to seat correctly. I am following all of the correct steps and have no idea what is binding up. I will explain it as clearly as I can below, so bear with me and make sure all is understood.

Upon pulling the OE wheel seal sleeve that's pressed onto the spindle, the underside of it had some decent rust pitting/expanding, but I sanded the high spots, cleaned everything, put a layer of waterproof grease on it, and went to install the hub. To my knowledge, the bearing races are fully seated, rollers are on straight, the ring/spacer thing at the inner bearing is in place, the assembly is heavily doused in 75-140, and the new wheel seal is pressed all the way in.

Upon tightening the LH thread hub nut, which I already know is to go to 55 ft-lbs then off 5 clicks, rotating the hub while tightening, the hub is seizing. By about 40 ft-lb, I cannot turn the hub at all. It spins freely up until maybe 15 clicks of the hub nut. I am at a total loss. I have tried tapping the whole assembly from the axle shaft thinking maybe the wheel seal is getting caught up, but I definitely hit it hard enough that anything there would not have gotten in the way.

My only clue is comparing it to the hub on the other side that I have not yet opened up, which still spins freely. Just judging with my eyes, it seems that the hub is not as far in on the problem side, even after much persuasion. My point of reference is the back of the hub (wheel seal side) to the threads holing the backing plate to the axle itself. Seems to be about 1/4" less in when the hub nut is fully tight. Again, races, bearings, and wheel seal are correctly in place.

Any and all help is appreciated. I already killed one new wheel seal pulling it off and smacking it out. It's going to get pretty expensive repeating this every time I want to open the hub up to recheck the races, so I want to gather as many ideas as possible before trying it again.

Thanks!

I'm not familiar with the 10 25 but I've done quit a few dana 60.
you said you had to sand a bit on the sleeve for the bearing race.
Is it possible it's cocked a little?
How did you drive the race on?
I use a brass drift and go all the way around.
Over and over watching it. Cause I've had them get a little cocked. It would cause a bind.
Look at the under side it may have gotten over looked.

If nothing else take the other side apart.
But leave the race in both the drum and axle so you can compare them.
It might just be off a little way.
good luck

I had to sand the body of the axle at the backing plate, not anything related to the hub. It was sanded where the wheel seal sits.

Race was installed using a slide hammer to pull it through. the race wasn't damaged when doing this and it is fully seated.
